The Torrance Sister City Association (TSCA) will present its 48th annual Bunka-Sai Japanese Cultural Festival on Saturday and Sunday, April 15-16, from 11 am to 5 pm, at the Ken Miller Recreation Center, 3341 Torrance Blvd., in Torrance. Admission is free. There will be cultural performances including dance, music, martial arts; exhibits and demonstrations of bonsai and ikebana; and tasty plate lunches and Asian-themed handicrafts will be available for sale. Proceeds benefit the student cultural exchange program. Fun for the family; please leave pets at home.
